A Jose Canseco Bat? If you've activated the Mystic River quest, you can ask him using Axii sign for access to the mail box. The key he gives you is also good for the box at Loredo's. If you do all this before the first time you go and meet Loredo, then you should have no problem accessing his mail box as well when you visit him.
If you've already visited Loredo, then you don't have access anymore to his residence. You can get the key from him through various conversation options using Axii to convince him worked for me. User Info: salari. If you side with Roche you also can get the letter while doing the last quest in Act I.
As too the boat its located in Act II and your choice on who you side decides when you will be able to reach it. Side with Roche and its at the end of the act heading to Vergen Can't miss it as the She-Troll stops you at it to chat.
